Divisoria pilot

Divisoria first. Then the rest of the city.

Proposed

We're proposing a small pilot in a central part of Cagayan de Oro, with a clear line around what it will and won't do.

Why Divisoria

It is a central area where public utility vehicle loading and unloading and enforcement activity have been reported (SunStar Cagayan de Oro), and it is a good size for a pilot.

The scope

Two to four intersections. They are still to be confirmed, so we aren't naming them yet.

In the pilot

  • Advisory recommendations a city engineer decides on
  • Approved plans run in a simulation
  • Mock or recorded footage, used with permission

Not in the pilot

  • Citywide control
  • Live hardware integration
  • Ticketing or enforcement

What we will measure

Real, measured results:

  • Gemini’s count and blockage accuracy against manual counts from the same footage
  • Baseline vehicle counts and queue lengths at the pilot intersections during rush hour
  • Whether a planner or engineer finds the explanations clear and the recommendations reasonable

Simulated results, labeled as simulated: average delay and queue length for fixed timers against adaptive recommendations.

What we don’t claim: a measured reduction in citywide traffic. That is the question a real pilot would answer.

Beyond Divisoria

The approach needs only cameras and a map, so it could extend to more intersections and then to other Northern Mindanao cities. That is a direction, not a plan we can promise.
